The East Riverside Oltorf Combined (EROC) neighborhood contact team was formed in 2006. Designated through Austin City Charter, a neighborhood planning contact team (NPCT) is a group of individuals that upholds the vision and goals of the city designated neighborhood plan and is the steward of the plan’s recommendations and changes. The NPCT has been designated as the group that officially responds to plan amendment requests in addition to having some authority to determine when plan amendment applications may be filed.

In 2023 recognizing the impacts of Austin's rapid growth and other factors related to the characteristics of our community, members of EROC determined that more direct, proactive, and coordinated actions was needed with the City and other entities to better serve our community. Within these efforts the organization's leadership expanded, adding three coordinators for each of the neighborhoods -- Riverside, Pleasant Valley, and Parker Lane. Your neighborhood coordinator is an advocate to help you in addressing issues of concern impacting your area as well as coordinating across all EROC efforts.
As individuals who live, work, rent and own property or businesses in the East Riverside Oltorf area, we wish to preserve and improve the quality of life in our residential neighborhoods, honor the cultural diversity of our residents, be good stewards of the natural environment, support the success of our locally owned businesses and major employers, and build and maintain a strong sense of community.
